On 31 Jul 1940 the school was established in premises in Mounts Bay Road, Perth. The next day the first 76 trainees arrived and began courses. Courses were generally of 16 weeks duration, with only two courses running at the same time using service personnel and civilian staff from the Perth Technical College.

Then on 1 Aug 1940 the first 76 trainees attended the Technical School, which was administered by No. 5 Embarkation Depot staff.
