Cecil enlisted in the CMF on 6 Mar 1941 and was allocated to the 16th Australian Infantry Battalion (Cameron Highlanders Regiment). Following some basic training (5 Aug - 14 Oct 1941) he was called up for full time service on 17 Dec 1941. Ten days later they again entrained, this time for Darwin where they arrived on 24 Mar 1943.

Cecil participated in a Cooking course from 26 Jul - 23 Aug 1943, which he passed on practical skill and was classified as a Trade Group II Cook. On 18 Oct 1943 Cecil was seen by the 17th Australian Field Ambulance before being evacuated to the 107th Australian General Hospital with Amoebic dysentery. They transferred him on 22 Oct 1943 to the 101st Australian General Hospital who released him back to his unit on 29 Oct 1943. From 19 - 27 October 1944 he was detached to the National Railways. On 21 Nov 1944 Cecil embarked with the rest of his unit in Darwin on USAT Evangaline for Jacquinot Bay on the south coast of New Britain, disembarking there on 26 Nov 1944.

On 1 Jun 1945 Cecil was evacuated to the 2nd Australian Field Ambulance suffering with dermatitis on his legs. He was passed on to the 2/8th Australian General Hospital on 22 Jun 1945, and then a week later on 29 July, transferred by air from Jacquinot Bay to the 2/7th Australian General Hospital in Lae. Condition still not resolved, on 5 Aug 1945 he was evacuated by air to the 2/14th Australian General Hospital near Townsville.

On 7 August he was transferred to the 3rd Australian Camp Hospital who transferred him the same day to the 2nd Australian Camp Hospital, and on 9 Aug 1945 he returned to the 3rd Australian Camp Hospital. Finally on 17 Aug 1945 he was placed on an Ambulance Train for the 115th Australian General Hospital in Victoria. On 27 Aug 1945, following treatment, Cecil was entrained for Perth and the 110th Australian Base Hospital who on 31 Aug 1945 assessed Cecil as 'B2' (skin) sending him to the Western Command Recruit Reception & General Details Depot for re-assignment. On 24 Oct 1945 Cecil was sent to the Marrinup Prisoner of War Camp (Camp No 16), remaining with them until 28 Mar 1956 when he transferred to Western Command Recruit Reception & General Details Depot for discharge on 1 Apr 1946.
