Dulcie Beatrice Sheen originally lived in Goomalling, and worked as a tailoress in Northam. Her parents were Fred and Annie Sheen. In 1939 Dulcie met Vern Marsh while on holiday in Mandurah, later marrying him in 1942 and moving to the Armadale district. They lived at 33 William Street. Dulcie had two children with Vern: Valma May and Rex Vernon. The family would take their holidays in Mandurah, where Dulcie's parents (the Sheens) lived after 1951.

Later in life Dulcie and Vern moved to a unit on Third Avenue in Kelmscott.
