On 23 Oct 1939 Arthur enlisted in the CMF and was posted to the 10th Australian Garrison Battalion. From 2 Dec 1939 Arthur was employed as a Clerk Trade Group III and at Swanbourne on 6 May 1940 he was appointed Lance Corporal. On 1 Jul 1940 he was promoted to Acting Staff Sergeant with the duties of the CQMS. From 12 - 20 Aug 1940 he was treated by the Hostel Hospital on Rottnest Island, and was promoted Staff Sergeant while in hospital.
