Rodger Davies was born at the Nurse Stockley's Hospital located on Newcastle Street in Perth on 15 June 1929. He was the son of Rodger Evan Rees Davies and Gabrielliae Hough

Rodger married Dorothy R. Davies (nee Allen) in Perth in 1951.
