Henry was born at Mount Barker in South Australia on 19 January 1889. He was the son of Henry James Franklin and Hannah Franklin (nee Bugg).

Henry married Agnes Foster Franklin (nee Knight) in 1917. The marriage was registered in the Plantagenet District.
