Pre War
Francis had undertaken 3 months of militia artillery training during 1932. During 1933 Francis had married Grace Florence Lowen (1905 - 1993) in Perth. Grace died on 19 Mar 1993, aged 87.

War Service
Enlisted in the Volunteer Defence Corps on 10 May 1942 and was allocated to the 12th (Jarrah) VDC Battalion where on 29 Nov 1942 he was promoted Sergeant in the Intelligence Section. On 7 Feb 194 his Army number was changed from W85201 to W93461. On 21 Apr 1944 he was discharged at Pinjarra on his own request.
