==Pre War==
Cecil joined the Western Australian Government Railways on 4 Dec 1916 as a Cadet, earning £50 per annum. This increased to £176 in November 1920 when he was promoted to Clerk, paid £209 p.a. In October 1939 he was Officer in Charge of the Assets Section, paid £510 p.a. On 29 Dec 1948 he was promoted to Acting Secretary for the Railways with a stipend of £1,360 p.a. and his promotion was confirmed on 18 Aug 1849. On 18 Feb 1952 he was made Acting Deputy Commissioner for Railways, and from 1955 he was the Commissioner for Railways. It appears that yet another restructure resulting in his position being titled Senior Administrator, with periods as Acting Deputy Commissioner during the period 1962 - 23 Apr 1965 when he retired.

During 1928 Cecil married Beryl June Sibert (1901 - 1977) in Northam. They had two children. Beryl died on 15 Oct 1977 in Kalamunda.

==War Service==
Enlisted at Claremont on 23 Mar 1942, and allocated to 'H' Company of the [[1st (Perth) VDC Battalion]]. Cecil was promoted Lance Corporal in 'D' Company on 16 Aug 1942. On 8 Sep 1944 he was transferred to the [[3rd (Swan) VDC Battalion]]. On 18 Feb 1945 he sustained an injury which after investigation was found to have occurred while he was on duty and not the result of negligence. On 26 Apr 1945 his medical records note  that there was a small amount of blood clot over the perforation, to return in 1 month. On 26 May 1945 it was noted that most of a blood clot was removed, but with some still remaining he was to return in a month to have it dealt with.  

The report of the accident and what the injury was is not amongst the records on the Australian Archives site. Cecil was subsequently discharged on 15 Oct 1945.

On 24 May 1941 Cecil had enrolled in the then RSL managed Volunteer Defence Corps before it came under military control.
