==Pre War==
During 1931 Cecil married Dorothy Isobel Hadlow in Katanning (1902 - 1977). Dorothy died in Albany on 5 Jun 1977.They had four children with one being Brian Francis Bailey (1932 - 2010).In addition to farming he also worked as a saw miller.

==War Service==
Cecil enlisted at Kojonup on 20 Jun 1942 and was taken on strength by the [[6th (Albany) VDC Battalion]]. His services were terminated when VDC Battalions were abolished on 15 Oct 1945.
